its more of a correlation. big tech is running out of money so the 2 ways to save money is getting rid of the "for fun jobs" like management and HR etc. entirely while re-designating the important grunt work to H1Bs. i think the indiscriminate H1B hiring is pretty bad in the long run for everyone involved, and i wonder if they will be sent back in a year or two when everyone catches onto the fact that they don't actually increase productivity and are a strain on the economy
