The source code is right there on OP's pic, though. It's not rocket science. Most of the heavy-lifting in older website designs was done by pre-rendered gifs.

everyone wants it to scale to screen size and mobile which is a pain.
which is why immediate mode uis such as react exist where the page is rebuilt on an element changing, when the web isn't built for that.

I've said this in other threads but you don't need a large framework to do this. You don't even need javascript. There's a way to programmatically change the stylesheet in CSS.
4chan does this, you can inspect element this page right now and see a bunch of hidden "mobile" classes.
