Not really. The government needs a valid reason to implement surveillance. Losing trust from its people takes its toll.

Instead, it would be much wiser to simply detect fraud, derived from the little information they DO have, and then expand on that by acquiring specific details that doesn't feel like surveillance, yet in the grand scheme of things, that's all they need to maximize control and trust.
