'purge all caches' doesn't just clear browsing data it removes all the data uBO uses to perform the blocks, which used to be useful because uBO would only download the info every few days on it's own, so sites that update frequently (youtube) would be out for a few days for users unless they clicked it
but the data is like 37000 lines long and thousands of users were hitting the button all at the same time, stressing the server
meanwhile differential updates were added, so only the changes needed to be downloaded, meaning uBO could be updated more often without issue, except 'purge all caches' still forces a full redownload, which stresses the server pointlessly
thus removing the button was something he did to prevent this
