Imagine that you found an interesting website/page or anything on the web, then you can share its URL, like a link aggregators but instead of it being a discussion, it's your rating and opinion, and others can do the same thing, and instead of the posts being related by the OP, they're related by the rated URL, so you can view all the ratings and comments by selecting a URL.
The user wanting to rate should be obligated to signup in a pseudo-anonymous way, to prevent spam and to make an archive of user submissions. There should be no upvooting-like system, so users are not influenced by other's opinions, but it should be a way to report spam and TOS violation (which should be prevented by some captcha/POW).
And you can add an extension to view comments/ratings of the current website.
