A friend wants to correct his sister's bad behaviour by throttling Snapchat, Instagram, TikTok, etc domains. No, not blocking these domains, but something far more sinister: gradually worsening these services until she is compelled to stop being glued to her phone.

Is throttling/rate limiting domains a feature on routers? We cannot simply block the domains as that wouldn't be subtle enough; nudge techniques don't work if you know you're being nudged.

Obviously, you need a "router" that allows you to have fine grained access. For a consumer, just get something that can run openwrt, and then write your own basic listener that drops packets of predefined domains with a probability that increases over time.
I mean, you can do more fanciful stuff like limiting the bandwidth too but dropping packets should be easier.

Still, the moment your sister leaves the house and her tiktok and shit works fine she'll eventually realize (how long this takes depends on how retarded she is) that she can just use her mobile data and your entire effort was in vain. Maybe her data cap is low, but since you'll need to install and fiddle around with a different router she will likely figure out at some point that you did something, after all, blaming other people is quite common with people of her background - and this time she'd be right.

dnsmasq can write resolved ip addresses to ipsets. so you would get a list of used domains for these apps (they most likeley have cdn domains, etc) and then use some linux firewall magic to throttle connections going out to any of these ipsets.

Won't work. Even if you successfully throttle all those domains, a new one will just pop up and she'll stay glued to the phone. Even if nothing happens, new phonefag services will pop up and the current flavor will get replaced.
