A 20 year old hard drive isn't going to be "stable". The components are going to be extremely worn at that point, specially if the drive was used in specific ways that are detrimental to hard drive health such as power cycled.
It's nothing short of a miracle that it still works if it hasn't been in cold storage for most of that time. (though that has its own desegregation issues)
