OP is right, in a sense. Gnome is complete enough to serve the needs of enterprise software and service providers like Redhat, SUSE, Canoical and others. That's what Gnome is for, and that's why Gnome intentionally breaks compatibility with extensions and limits customization features.
The average gormless enterprise drone that's calling in for customer support will need to be carefully guided through steps from someone working for the previously mentioned service providers, and the best way to ensure reliable results is to have the desktop interface (Gnome), be as simple as possible to navigate. Any sort of special customization options or distractions like files on the desktop could break those retard-proof flowcharts, so the people contributing to and funding Gnome make sure it isn't a thing.
The developer hostile attitude to things like server-side decorations and extensions is just more of that.
Gnome developers do not want Gnome to become overly popular for home users, because many of the needs and wants of home users are superfluous or opposed to the priorities of enterprise (where the real money is made).
Guys like Ebussy might believe some nonsense about Gnome's workflow being optimal (despite Gnome's development being suboptimal) but ultimately they are there to give post-hoc justifications for their enterprise focused design choices.
