First of all, Risc V isn't free and open source. Risc V is just open source. Second of all, it may as well not even be that. You will never own a functional and useful Risc V processor that is open source. No, the development boards the consortium offers aren't useful for anything. And nobody else has ever made an open source Risc V processor. Nor will they.
