No it cannot and never will, consider if micro tubules are part of computing inside the nervous system of all living things, yeah that would put the raw computing numbers at an astronomical level and it also uses some quantum phenomena on wetware as well, scaling them.

This means that even on a purely computational model of consciousness, which is absurd but let's grant it, we'll probably never ever reach the stage of conscious - meaningfully-thinking machines or ever be able to transfer consciousness to any device.
