For the talent that's there, is it just raw numbers? Of course there will be some gems out of 1.4 billion. But then why don't we see more of a Chinese takeover in America's tech industry beyond the West Coast?

It's mostly neither. Indians aren't nearly as nepotistic as other minorities because they all hate each other for reasons outsiders can't parse (mostly caste). Indians get hired because they'll do 10% of the job for 40% of the pay and management can't tell the difference between 10% and 100%.

There's a healthy middle ground. Indians are on one extreme end where they will hire their family despite having no qualifications, being extreme fuckups, etc. I mean the endgame of that mentality is fucking India. Obviously not something anyone sane wants. Westerners are on the other end where the people in power actively prefer incompetent foreigners over natives. You can prefer your own group but within reason and you should recognize people's flaws/faults.

Keep in mind that this 5% who meet the absolute minimum standard is already the top 1% of the population. If your outsource, you're not able to restrict who touches your code to just the 5% who are minimally competent. If you hire an H1B, there's no guarantee they're not part of the 95% who were given a degree without any ability to write working software.
It's like Walmart coming into town and using brute force market manipulation to drive everyone else out of business, at which point you have no choice but to deal with them. The more Indians take over the tech market in the west, the more your only choice will be to accept their level of ability as everyone else will have been pushed out.

My company was working for a client on a website for the users and they hired an indian company to build the admin system. We had everything finished and set up well within the time frame given but they were not able to provide the product and eventually the entire project was discontinued. It was pretty hilarious watching their demo of the admin system where clearly everything was static and unfinished and they staged the entire presentation and the constant excuses they were giving for delays. Indians in software development are not much different from phone call scammers

Software is linguistic-weighted, especially OOP software (which came to dominate the industry). Indian IQs are verbal-weighted which aligns well. They do a good job of pretending like they can code well, and there are 1.5 billion of them. They recognized the easy money of software early on, in the 90's, and their government went all in on exporting Indian tech workers. Once they started taking over CTO and CEO positions in American companies it went full throttle, straight up whole takeovers of engineering departments by Indians.

So a combination of natural acuity for software, enormous numbers, cheap pay, deliberate government scheming, and in group nepotism. They're a plague and a scourge because they don't give back, there is no such thing as an Indian founding a large tech corporation that employs Americans/Europeans. So it's a total net loss for non Indian workers.
