There is literally threads about anons tinkering with different msi, dll and exe files to fix dependency hell on Windows and talk about retarded solutions like installing Visual Studio from 2012 to fix some game from 2024 because you don't have internet access.

Linux doesn't have this problem. You just have offline dvd-images or repository and install whatever forever without internet access and it just works. You could literally have whole country offline nad just host one repository for the whole country to use and it just works because it is Linux.
