For a good reason. Not everything in a digital chip operates at the highest frequency and area savings from basic blocks aren't that critical.
For analog chips, there are other reasons why you don't always use minimum even with the devices that can use the smallest channel length.

Feature size is not necessarily purely for marketing is what I'm getting at. It does provide some information about the process.
