Cities have paid out many times over what the infrastructure originally costs to build in maintenance and retrofits.
It's just a majority of the money goes to firms for "consulting" and "environmental review" bullshit which just funnels money to companies who have connections to the city employees who signed off on the project budget.
Very little goes to the actual physical work or hardware.
This is actually a huge problem with the west in general.
You build anything and multiple hands reach out which want your money, but do nothing to actually help you build and if you don't play ball, then you will not be allowed to build anything.
