I wish America had that. Our top exports are bombings and pornography. Every single city is a disgusting trashcan full of drugs and illegal immigrants. Every surface is covered in grime and every street covered in litter. Nothing here is clean and if you attempted to crawl around and sniff that anime girl, at least one of you is getting AIDS and/or an overdose of drugs from a dirty needle and the only thing you'll smell is a city worth of poo, because the city water treatment facility was built in 1952 and badly needs repair/replacement, but that will never happen because a government doing anything for its own citizenry is "Socialism" and Israel and Ukraine need that money for war.

It's corruption.
Cities have paid out many times over what the infrastructure originally costs to build in maintenance and retrofits.
It's just a majority of the money goes to firms for "consulting" and "environmental review" bullshit which just funnels money to companies who have connections to the city employees who signed off on the project budget.
Very little goes to the actual physical work or hardware.

This is actually a huge problem with the west in general.
You build anything and multiple hands reach out which want your money, but do nothing to actually help you build and if you don't play ball, then you will not be allowed to build anything.
