There's no algorithm for voice changing, only flimsy AI. No one with a scientific understanding of human speech ever bothered to make an algo for this.

Voice is not linear, you need to create data from nothing and eliminate or alter traits in the sound that cannot be easily isolated. Changing anything other than pitch and amplitude is a difficult problem
