Are you gonna overclock it? No point in paying more for more thermal headroom if you aren't gonna use it. Me personally I always apply an undervolt and maybe even slightly underclock it if that helps lower the voltage a lot

AIO just because they're cheap now and beat air coolers. You can get a 240mm AIO for ~$50 these days.

Air Coolers are useless for AMD top end CPUs, you have to go AIO unless you enjoy temps hitting 90C

Even with an AIO, there's a chance it'll hit 90C because they're designed to boost until they hit chip limits or 90C.

An AiO is cheap because it is a bundle of cheapo components with some RGB stapled on.
You can probably go cheaper with a custom loop if you're going for parity with what is likely a mixed-metal aluminum(radiator)/copper loop, but at that point you may as well just do it properly with a copper rad and not invite galvanic corrosion deliberately.
