Personally I buy the most expensive GPU I could find that has equivalent dimension or less of a GTX 1080 Ti, the GOAT.

Uh I have just stacked multiple of these caps on top of another and wrapped tape around them as pillar to prop the corner of the card up. Just werks.

It makes water sounds when I turn my PC on or when I hit it for instance, but not when it's running. Worst case, I buy a new one. It's really cheap for it's performance, cheaper than a high-end air cooler. Temperatures on my R9 7950x are also good.

Well, it shouldn't really be hurting the pump like this. The bubble isn't inside the pump, that would be making noise non-stop. The problem is when the pump is the highest point of the loop, which isn't the case here.

I had already gradually gone up to three rack-mounted machines, so the last time I rebuilt my desktop, putting it in a spacious 4U case was an obvious call. It saved space, has better airflow, and so on.
