The delays are documented and the devs have done nothing about it to date.
When Windows Explorer launches, there is a delay in loading the ribbon, if you are in dark mode it may still flashbang you too, just like Windows 10.
Set up six (6) desktops and set the background for one (and only one) of them. There will be a noticable stutter in switching, especially if you have accent colors following the wallpaper.
The start menu comes down to preferrence. On Windows 10, I can like both the list and pinned apps displayed at once.
Microsoft will NEVER shed win32 legacy settings, and that's fine. Backward compatibility is a great feature. But what's stopping them from implementing it in new UI? They have done it before with volume management.

I'm indifferent to Windows 10/11, they are just platforms to run our software. But that was my experience with Windows 11 24H2 LTSC and Pro, your milage may vary.
