Banning someone from using the coreutils would violate the GPL. No application in the coreutils is the sole copyright of a single person, and each person contributing is obligated under the GPL to release their own contributions under the GPL. You would need to get all authors to agree simultaneously to reject a license to someone.

As is, DarkPlaces isn't in violation of the GPL because they're not banning use or sharing. They're simply rejecting contributions. The GPL does not obligate you to accept all contributions to your repository.
