if the arm board supports uefi it can boot the same kernels. i've booted the same install media on a rasp pi and orange pi board.

Does UEFI implemented ACPI? Why would it have anything to do with booting the same kernel.

UEFI just standardizes the boot loader. It can be either ACPI or still use dtb. The dtb is just a file that can be read on boot after uefi gets the kernel going. That's the real issue. The way a pi boots is different from how a rockchip boot works.
