LLMs are a flimsy justification for a labor crackdown they've been wanting to do anyway. I'd say that their biggest effect on the job market has been enabling levels of spam that overload already bad recruiting systems to the point of failure.
The real issue is offshoring, increasing H1b usage, and generally decreasing headcount through layoffs and nonreplacement.
