Neocities etc. for that 90s Internet vibe, full of personal blogs, small tech sites, "shrines" (anime, vidya etc.) and all that jazz.

Sadly you'll have to go through a sea of they/them, furries, conspiracy nuts and other interesting characters before you find anything of value.

Smart phones and Gen X companies consolidating control with payment processors to monetize web 2.0. It's a trope as old as time: money ruins everything. You can't just draw or animate for fun you need to make money now or it is pointless.

youtube bans the types of homemade content that was popular in the early days
not outright, but their algorithm scans the video for any "negative" speech or themes and nothing thats even slightly "negative" let alone edgy gets recommended to anyone
sure, some of it can stay up, but nobody sees it, it will never make it onto anyones recommended

basically, no interesting content allowed
the only things allowed on youtube are NPR type libtarded video essays and explainers, boring as shit politically neutral videos, old archival footage (must be neutral/wholesome), or Mr beast style third world content farm slop

pretty much everything that went viral in the "golden age" was edgy or dirty in some way that wouldnt be allowed today, the picrel in the OP is a prime example

btw, if you dont believe me about youtube censoring *negativity* (NOT politics mind you), just try replying to something calling it dumb
you'll be able to reply, but it immediately becomes invisible to anyone but you and you can verify this by looking for the comment in an incognito tab

More of it is made every day than you could see in an entire lifetime so none of it is special to you, and all of your friends consume completely different subsets of it so nobody shares anything
