it was designed to look good with only 16 colours, anon. also it's not flat, the buttons and edges all have black/white lines designed to give elements a 3D look. just look at >>105963193 and compare it to something like google's material design, you can see the buttons appear 'raised' and the black/white lines swap sides when you press a button so they appear to get pressed. not like now where you have to just guess what is an isn't a button

one of the built in themes is literally an inverted/dark theme. it's also ugly because it's meant to be a "high contrast" theme, but you can like the other said adjust all of these elements yourself. you can indeed make a dark theme with light text, using only provided tools

With that said i agree, I dont either recall anyone saying the default playdough/luna theme in windows xp looked good. I always made sure to switch to classic whenever i reinstalled my pc.
