open source means that the effective price of software is zero dollars, someone will always write the software you want for free or at least most of it so that you only need to tailor whatever it is off the shelf for free and because the nature of software means you can get anyone anywhere on earth to do it. Hardware requires physical materials and even if all engineers do is assemble legos, it remains location dependent and logistics limit how far away your supply chains can be to where you want the output
