If you mean Mini then it's way overpriced for included ssd size and it only supports sata anyway. NGFF listed in specs only refers to physical size, it's not NVME speed.
On the other hand ST300 looks tempting, maybe I should upgrade my ancient Zalman VE-300 aka 2531
You can put SATA SSD in any of those, even the older usb2 / esata version.

The two choices he mentioned are the common ones to make windows bootable media, the windows iso doesn't ship with boot sectors because they want you to use the windows installation media tookit to make a bootable windows image. Ventoy and Rufus are open source alternatives.

Ventoy has been working very well for me. Just used it to boot multiple ISOs on a Surface today.

If I never found out about Ventoy I'd still be using Rufus. If I weren't for these programs, I might still be burning discs today.
