It's gone on way too long. Plus it's associated with garbage oses which barley function. I wouldn't mind it as much if it didn't coside with that.

Not OP but back in the day this style was known as "oh you're using a netbook" or "congratulations your graphics driver crashed".
Because the simple blue style with the light gradient would activate if transparent aero couldn't work for some reason.
Naturally it's a little anxiety inducing to see or makes you think your hardware is really cheap
