why do governments keep pressuring surveillance onto common people? most people are cattle that will gladly do whatever the government says (lockdown) and will never do anything out of the ordinary so why keep them under permanent surveillance?

surveillance was a thing zero trust era but you probably move at those areas or carry 1980s call me back number recorder if you do not wish to be approached

To collect enough data to blackmail you as needed. Most people won't need to be blackmailed, they do whatever they're told anyway.
Collect a million people's data and a dozen or so will need an extra push to fall in line.
