It specifically is not in the state of California, which is why Silicon Valley exists and why all tech that was developed there exists for the most part. As long as you don't walk the information out on a flash drive and don't violate a patent, it's open season.

Software IPR is literally going to be impossible to enforce once the guessing machine becomes advanced enough to decompile and deobfuscate everything automatically anyway
