just install fedora (or any other distro) on a usb stick. encrypt with luks. install redhat shim (preinstalled on fedora) to bypass M$ secureboot even on enterprise/bios-locked machines, and reboot into it from the windows picker by holding shift when clicking restart. access main ntfs partition thru linux. any pc with a usb drive can be made yours with a single restart, and leaves no data on the machine itself behind. never use windows again.
for maintenance/updates you can make a kvm vm that passes thru the usb as its boot drive, so you can access your usb linux from your main linux with no reboots.

Why would I do this schizo bullshit? USB sticks are slow, and if I'm using someone else's computer they'd probably appreciate me just opening their browser instead of doing this.

the whole point of portable apps is to share data across many systems, by putting on a usb or something. if you save the apps on that usb then you will probably save the data files as well. and at that point migt as well just have a full os with you.

usb 3 and even usb 2 is fast enough to boot and do nearly everything.

if all you need is the browser sure, but in my case this lets me have full libreoffice + keepassxc with my pw database and preconfigured firefox with bookmarks and extensions everywhere i go, plus a shitload of debugging utils to get any system (both windows and linux) back up and running

Didn't WinRAR have an official portable version at one point? I may be confusing it for something else, either way PortableApps does have one reference to WinRAR on their forum, some Legacy 32 bit version for some reason: https://portableapps.com/node/70657
Either way, they've got 7-Zip on there at least.

While we're on the topic, looking into other sites yielded some interesting results. There's one guy who made portable Adobe and Office apps. I'm not sure where stuff like this stands in regard to copyright, he might get sued and shut down eventually, but I still appreciate the effort:
