the issue is probably that this bot is datamining a bunch of discord information which they have gotten into legal shit before for allowing that.
there was a website that used to exist where you could type in a discord username and see all the servers they've been in, because their bots had crawled hundreds of thousands of servers.
reddit freaked out about this, and discord cracked down, removed the exploit that allowed them to scrape so many so fast.
so this is the same thing, the bot creator, is datamining a bunch of personal information about discord users, on his third party database.
ALSO. a lot of these bans are "hearsay" if you know how it works, he is basically banning people that hang out in "weird" discords, outside of any "not-weird" discords, based around roblox games and communities.
so you are essentially banned from whatever servers have implemented his bot, because you are in some other server he deems bad. it's not exactly perfect.

Their legality in the EU depends on the country, but many don't care too strongly about it.
The UK and other commonwealth countries ban it though.
