are arm laptops worth buying yet?
I hear they have amazing battery life but I'm worried about software compatability/emulation quality. how does linux support fare compared to windows 11 on arm?

yeah it's good enough and linux support continues to advance on the snapdragon stuff

the vast majority of people literally just use the browser and office-tier applications, with the occasional photo/video editing and most of that has arm support

There aren't any real good options outside of Mac unfortunately.
Windows and ChromeOS on ARM is at least pretty reliable and hardware is fully functional. Linux is more about which tradeoffs are acceptable to you.

not really, no. current gen low wattage x86 CPUs have better battery life, and they're also more powerful than ARM slop
