I recently upgraded from a i7 10700k to an amd ryzen 7800x3d with a phantom spirit 120 se cooler. I’m not sure what’s going on, but the CPU keeps spiking and the fans get really loud. It’s much louder than my previous cpu. Is this normal for this cpu and cooler? Would getting an AIO cooler reduce the noise?

Spiking under what circumstances?
Do you have your fan curves set up?
Does your mobo sorry PWM and have you plugged the fans in correctly?

Spikes and gets loud whenever I open a web browser. It’s only for about 5 seconds but it gets unusually loud. This doesn’t seem normal to me and it didn’t happen with my previous CPU.

Spikes are normal during bursty workloads, like when opening a browser or other apps. As long as they come back down, all is good.
The solution to the fast up/down of the fan speeds is adding hysteresis to your fan curves. Motherboards have different names for these. On MSI for example, it looks like pic related on the red box. That means the mobo will wait a few seconds for the temperature spike to stabilize before ramping up the fan speed.
Also, maybe setup softer curves.

That's because your mobo has an default fan curve that's ASS - I've seen most of those mobos have retarded CPU usage % based curve (which is retarded) and to make it double retarded, they ramp fans to like 100% at like 80% CPU usage.
Go to UEFI BIOS and set a custom curve, temp based.
Pic related, Phantom Spirit 120 on Gigashit after making custom curve. Stock one was unbearably loud.

Yeah, also on AIO it would be much worse, as those usually have extra poor quality fans, at 100% they'd be literally REEEEE'ing. Not to mention the retarded curve would blast the pump up to full speed as well.
It's such a simple thing, and AMD still blew it. It's almost like nobody in their CPU/BIOS teams uses their own damn CPUs.

its an aio watercooler, keeps my 7600x3d cool enough that the fans dont spin at idle

Should've bought a Noctua cooler. My U12A doesn't even spin up the fans to higher rpm and the CPU never reaches over 50C.

cpu temps are kinda weird that they spike on load but cool down in seconds. what you probably want is a spin up delay as high as the heatsink can handle without the fans. worst thing especially with gpus is that the curve is software controlled and you can't rewrite whats on the firmware so you always need to make sure the app is running or your shit is wrong again

consider using "fan control" and adjust the curve so that the minimum speed of the cooler is higher, and spike the fan speed up when the temps reach like 70C. If the fans hit 70C constantly, either you need to increase the minimum speeds higher or you need to open the case because it's a case airflow issue.
When fans spin at a constant speed, it's not annoying.
Also clean the fans if they are caked in dust.
If you dual boot or you don't want to worry about it again, you could set the curves on your bios, fan control however also works with your GPU which most BIOS'es won't. And honestly during gaming, the GPU makes most of the noise usually.
