REMINDER: Windows XP is the first version of Windows to include Product Activation (sending information about your machine to MS), ads built directly into File Explorer windows (those "Order photos", etc. links in sidebars), and Windows Error Reporting (which sends MEMORY DUMPS to MS every time a program crashes).

They could theoretically do so if forced by guvmnt bodies. Starting with win98, explorer has MSHTML, and only got worse since then.
