unironically yes, sharex is by far the best capture tool on windows and its 100% free / open source. You'd have to be braindamaged to not use it.

Probably antivirus hooks. At my work, the antivirus hooks clipboard shit and it causes snipping tool stuff to fail.

The runtime libs that Snipping Tool uses were ripped out in LTNPC editions, so it doesn't work.
