anywhere i go, the phone connect and plays any video on my phone, all videos any video there. android with custom jailbreak so why would it matter? any videos play even private ones. even when visiting a waiting room with blutooth wifi tv the random videos play from my phone

how is that even possible? smart tv usually needs to whitelist a new device before connecting.

if you actually mean chromecast/miracast, then you need to be in the same wifi network, and the device owner still need to approve your connection.
