It's just people nowadays have become absolute paranoid schizophrenics that think there is huge differences between PSUs when 90%+ of them exceed ATX specification by a huge margin.

i feel like you may have fucked around and found out, just don't buy garbage and it will be fine
if it has a mains voltage selection switch, a gray housing or thin/not enough wires for its rating (say, it claims 600w rating but the cpu power cable only has 4 pins and a single pcie power cable) it's junk
also make sure you're getting something dc to dc for any modern computer (it may or may not be mentioned somewhere in the spec sheet, most modern psus are made this way)
