Why does the FBI have trouble taking down clearnet hacking sites like breachforums?
How does it take them years to take down sites which operate on the clearnet and blatantly break the law?
They're not on the clearnet, they just have a domain accessible through the clearnet but operate as a hidden service. I don't know what this article was called, but somewhere on the Internet at some point in time there was a good article about that, how these illegal clearnet-accessible sites operate. I think it was called "How to build a robust hidden service on the clearnet" or something along these lines. A lot of illegal forums do this and it's a well-known technique, so there is probably more written on that than just that article.

some are beyond the reach of the feds, and operate out of shitholes where the law is outdated or the government ineffective
