in my thirdie shithole marketplace, you can buy 'used' SIM cards in bulk for cheap. i've bought dozens of them.
a bit of hit and miss though. registering for gmail and facebook/whatsapp sometimes fail, especially if the sim card is near-fresh. but some older ones do pass. i also got lucky once where a used sim still carries a shit ton of airtime and data credit for some reason.
