That doesn't really have anything to do with what I said. TEL is no longer competing with Intel because Intel no longer makes transistors. When it comes to whether they can make GAAs or not their primary competitors are Applied Materials and Lam Research, both American. If they wanted to steal secrets from those companies but not directly from them it would behoove them to do so in a foundry located in the USA or Singapore where they won't literally get tortured if they get caught. Furthermore, the article clearly says that TSMC fired "employees," anyone employed by TEL but working at a TSCM foundry would be a "contractor." You don't know what you're talking about.
