In my experience only Yahoo and Aol have hard phone number requirement. Gmail you can get away without a number sometimes but the exact circumstances needed aren't clear. Microsoft and Proton only require verification email, and I'm not sure that it's a hard requirement for Proton. Tuta and cock.li don't require anything.
