I use ChromeOS because I have OCD and the Linux hypervisor can be easily reset without having to reinstall the whole operating system. Performance losses from that aren't too bad.

It's because the Debian environment is running in a hypervisor. ChromeOS is running on bare metal though.

No, the true clock speed on this is 4.70 GHz
I don't know why Fastfetch thinks I have it overclocked (it shows the same thing on Windows 11)

Turns out a
cat /sys/devices/system/cpu/cpufreq/policy*/scaling_max_freq
reports 4 cores, 2 performance 2 efficiency, as being 5.4GHz.

The issue isn't with fastfetch, unless you think they should incorporate marketing information, but with kernel and cpu / motherboard firmware.
