In the most basic terms it's a network effect feedback loop. If you've gotten engagement in the past for whatever extrinsic reason you will likely get picked up by the algorithm and get more engagement in the future. If you're stuck at zero you get ignored by the algorithm which becomes self-perpetuating. You need to focus on slowly and manually building up a following.
