What surprises me is that there doesn't exist a single FOSS tool for creating flashes that comes even close to what Macromedia had already perfected 20 years ago

Not really surprising to me, but maybe we would have had one if flash hadn't "died".

Is there a specific version of Macromedia/Adobe flash that is better than the other or is the very last version the best, for creating new flashes?

Any of the latter ones if you want to be sure you're covered

The introduction of ActionScript 3.0 was obviously a massive leap forward in regards to programming for flash, but with each of Adobe's updates came more bloat and lag to the IDE. Some creators swear by classic Macromedia era flash due to reliability, it's quicker to crack and 99.9% of the basic shit anybody uses was already there. From the Adobe ones CS3 and CS5.5 are the versions I hear people talk about the most but it's really up to preference.

Flash is long dead, irrelevant technology. Nobody under the age of 40 remembers it, and it has been fully deprecated by newer tech.
