TL;DR
Max - a russian state-sponsored clone of Telegram that poses itself as a messenger app
- At the moment government is forcing students and government workers to install it, but plans to enlarge force-installs
- Government plans to limit smartphone imports to the country if they don't have Max pre-installed
- Ads portray it as a good app since there is integration with government services such as paying house bills (electricity, water, etc) or working with official documents. Basically a clone of chinese QQ that also integrates these things.

- App collects data regarding other accounts on other apps on the phone
- App collects data about what processes are launched
- App checks if device is rooted
- App forces itself to always be launched with wake lock
- App runs in background, imported phones (with pre-installed Max) will likely have the app protected from being shut down via task manager
- App reads notifications of other apps
Any software engineers here? Can someone try reverse-engineering it or decompile it? How bad actually is it?

Also would like to note that in russian chats whenever the app, and especially government forcing to install it is is mentioned - everyone either jokes about the state being fascistic, mass survelliance, or posts a praise of the app with something like "(don't edit provided text, you will receive your payment for posting the praise soon)" at the end. Basically, the general opinion of the public is that no one wants to install it.
Yet, surprisingly, on Play Market it has a quite high score of 3.6, which may suggest automated upvotes.
