I keep finding these files in folders on my Android. What are their purpose? Asking because was considering to delete them.

Thumbnail cache, basically the preview icon of images so that they load faster next time. Unless you have the 'p in your phone which I wouldn't recommend, I would suggest deleting them, because those cache files can be read.
