what's the recommended number of hard drives of each type and their sizes proportionally for a good back up strategy?

Are Samsung 990 Pros actually dying that often?

not sure, lifetime laptop user here, never had a hard drive die. currently considering configuring a desktop and I started wondering about data backup strategies (never backed up anything in my life) and i figured to do that. you would need multiple hard drives (?)

u need at least 4 drives per drive & they have to be 1.35x the size of the smallest one. always safer to have more & smaller hard drives than a bigger ssd since theyre easier to back up.
hope this hepls

Second internal hard drive is dumb

A good strategy would be, assuming you work on the SSD
1) Scheduled automatic backup to the hard drive
2) External hard drive to connect once a month, backup and then store offline, possibly distant from the computer
