Unfortunately it's both. I got doompiles of fucking mods too. Looks like all of my C drive is being taken up by windows files and AppData.

Turn off your shadowcopy service
turn off your pagefile
diskclean system files
reboot
take ownership adn then hardlink your program files/program file(x86) to another drive.
There are lotsa things you can do. Remove programs you don't need or can find portable versions of.

everything by voidtools though do be aware of syntax when searching in things like directory for specific file types, bulk rename utility can help you kind of understand some of it in my experience
dunno if you can jack it into dopus because even I don't know everything about it, it is easy to pick up and use but it has a lot of features for you to master and discover

Your Windows drive is too small, you are just gonna keep tripping over yourself or fucking around with not sensible workarounds like >>106229530 until you swap it for a bigger drive. Download SpaceSniffer. It's free and gives you a visual representation of what takes up how much space. Then find any large folder with stuff you don't need and clean it up.
Also get a bigger hard drive or multiple.

download windirstat and have it scan the whole drivers then filter by size.
