It's a product/protocol distinction.
MIT/BSD is for protocols which you want EVERYONE to copy. Windows copied network code from FreeBSD - ended being a net gain.
GPL is for products which you want to extract revenue from through dual license agreements.

Rust is one of many LLVM-based languages that avoids the GPL. It's a conspiracy by Apple to replace gcc because their lawyers hated Tivoization exception.
For Rust, the solution is gccrs. I don't think it is widely used.
