There's something to this actually:
Darker skin means greater melanin & collagen content in the dermis (which is denser and contains more elastin), and greater activity in the sebaceous glands, so the skin looks and feels more "velvety" (pic related)
Lip skin is thinner and has less melanin and collagen, but of course dark skin means dark lips, so on average there is more protection for the thinner lip skin provided by greater melanin, collagen, and denser dermis elastin.
So their lips feel more "velevty" as well.
