Most common are drum brakes, and they can be worn out very quickly, especially if they're the only method the driver ever uses to slow the truck down. Regardless, a fully loaded truck, going highway speeds on level ground is probably going to struggle to come to a complete stop in 25 meters. And that's being very generous.
